Transforming structures and processes, as well as the
vulnerability context, are all structures within which people have
access to resources. People do, however, have agency to choose
between a range of strategies (or possibilities) to achieve a
certain livelihood outcome. People have to deal with the given
structures to shape their livelihoods, but their activities also
continuously redefine and shape these given structures.
