Our Tool: The Wiesmann Model

Take a look at the "General structural model of an actor-oriented perspective on regional development" (Wiesmann model), (Wiesmann 1998) in the right-hand column:

Then download and read the .pdf document presenting the four components of the theory of action used here:

In this section, we concentrate only on the underlying theory which forms the inner core of this tool.
The actors and their own theory of action are considered to be the basis and condition for all the other elements within the model.

The terms that interest us here are:

  • Action as a combination of activity and meaning
  • Strategy of action as a combination of actions

Action and Strategy of Action

  • If actors carry out particular actions or act in a specific way, this should not be seen as a mono-causal relation between activity and meaning, but rather as a continuing process of mutual adaptation as result of differences and tensions between the aim and the outcome of action. Meaningfulness implies rationality.
  • The different activities of actors - based on available resources - can, when taken in combination, be seen as strategies of action to optimise resource use.

At the same time, the meanings and aims of individual actions, considered as a whole, form a structure of meaning which reflects the needs, wishes and visions of the actors.
