Implementation of the CARE Approach in Development Practice

In 1999, CARE adopted a programming diagram based on the CARE's livelihoods framework. The HLS approach was operationalised throughout the project circle.

A phase approach is adopted that includes the following steps:

  1. Identify potential geographic areas using secondary data to locate poverty concentrations;
  2. Identify vulnerable groups and the livelihoods constraints they face;
  3. Collect analytical data (holistic analysis guided by the CARE's livelihoods framework), taking notes of trends over time and identifying the indicators to be monitored;
  4. Select the set of communities for programme interventions.
